The Hearth Tax of 1665 in Burley
THE HEARTH TAX – 1662-1689
This was introduced as an additional tax in 1662 to help fund the royal household of King Charles II and the country. A levy of 2 shillings was payable on every hearth or fireplace in all dwellings, paid in two equal halves of 1/- on 29th September (Michaelmas) and 25th March (Lady Day). The tax was to be paid by the occupier not the landlord. After some amendments to the Act there were various exemptions for the poor, and the lists include the names of both those liable and those not liable. The Hearth Tax was repealed and cancelled in 1689 after the Glorious Revolution of 1688.
Not all the records have survived but those covering Burley in 1665 have been published, together with the rest of Hampshire in:-
The Hampshire Hearth Tax Assessment 1665 Hampshire Record Series Volume II 1991. This also gives the earliest known list of the names of individuals living in Burley and is transcribed below.
The Hearth Tax records have been used to estimate population sizes at the time with an average multiplier figure of 4.3 being suggested. For Burley in 1665 using 4.3 and 97 hearths would suggest a population of 417.
